antique charcoal portrait drawing

    Does anyone know who this is ? Or is it just someone's family portrait ?

    Has a signature or something on his collar .

    Just someone's family portrait the vast majority of the time. Don't see anything to suggest otherwise, unfortunately.

    And it’s not a charcoal drawing, it’s a “solar enlargement” of a photograph.

    it's charcoal, I used a damp paper towel and the color came off easy

    Likely it is charcoal, but it's not really a drawing, it is, as Anundverkaufen said, a solar enlargement photograph, they're heavily touched up with charcoal or some other medium - sometimes called a 'crayon portrait'.
