ANTIQUE HORSE HEAD ASHTRAY STAND?

    I found this yesterday at a yard sale. I think it's a ashtray (a very cool ashtray!), but it's a bit of a puzzle because it measures 20" tall - which makes it too short to be a floor stand ashtray, but too tall to be a table ashtray.
    What it something else?
    Any idea of age?

    It definitely is a floor standing ashtray. It's missing the glass ashtray that would sit in the depression in the top and the handle.
