Antique pastel of a lady? Need help with monogram. Probably English.

    Didnt think much about this one because the frame and framing looked more modern than the work itself, so thought it was a print. Decided to use the frame for a other project. But now I have a better view on the work it looks like it could be a original? Looks like it was drawn first in pencil and than finished with pastel and a mix of oil and watercolor? It has some issues which looks like a mold problem or it was stored to hot?

    It is painted on tick card paper with age to it. It also looks like it signed with a monogram which looks like a crown shape with two crosses going trough it. Anybody seen such mark before or recognize the style? Pictures day more than words. Any info/input is welcome.

    The image makes me think of Jacques (James) Tissot. That's all I've got.
