I am not an expert, just a curious researcher, but I believe it is Japanese Kozan Satsuma ware, with moriage decoration (the raised slip). The mark may be the signature of the artist, written in hiragana (a traditional Japanese syllabary), rather than the typical factory stamp which would usually be in kanji characters (based on Chinese characters).
You can find more information at http://gotheborg.com/marks/satsuma.shtml
