Does anyone have any ideas what this is called or where it came from? TIA

As far as I know the huipil is rectangular in shape with slits for the arms, no actual sleeves.
Mexican embroidery is usually multi-coloured, floral, on thin white cotton. The peacock motif, introduced by the Spanish, is sometimes seen, as are deer, but those are usually crowded by luscious flowers.
I think this is an Eastern European chemise or shift dress, the base garment of most Greek, Balkan and other Eastern European folk costumes.
The delicate red embroidery on heavy textile is also seen in that region, as are the tassel fringes. The motifs, peacocks, deer, tree of life, and the way they are embroidered, look Russian or Ukrainian to me.
    Maybe @Natasha recognizes this?

Each region of México has its own traditional dress. Here's another example of a souvenir huipil.

Yes, that's the style, thanks for showing it, Deborah.
I have some Mexican things in my regional dress collection, from different regions, but nothing like this. As you say there are regional differences (as everywhere), this is probably from a region I never visited.
