Anyone know if this is military or???

    Friend in the UK got this among some tea pots and such. Have yet to find a similar image on google and other forums. Any help would be appreciated.

    I guess USSR although I didn't find exact match. This is similar to “xxx years of victory 1945-1975 peoples’ liberation” or whatever.

    It's a civilian thing. In the USSR, apart from military medals and orders, there were also civilian - party and so on. As well as ranks - military and special ranks (police, KGB and so on). This is most likely a sign (badge), not a medal, not an order, namely a badge. It is dedicated to the date of victory in the Great Patriotic War.
