    Don't jump with the first opinion

    Whale oil would not work in this

    Can't see it all that well but it looks like a fireside companion minus the brush and poker and little shovel from the arms.

    Looks like a lamp of some kind to me. I can't see this holding fireplace utensils.

    A close-up of the "spouty" part might help, as would a good look at the things at the ends of the chains.

    I agree with komo... These are definitely whale oil lamps. They can be found with 1 arm or 3 arms. This type of lamp is credited to the Dutch, but they were also found in Germany. Authentic original ones date to the 18th century to I suppose the early 19th century? Do be aware that reproductions are out there. Italy is noted for reproductions of them. Here are others:
