    The date is below the signature. 91, which I assume is 1991, not 1891.

    Lithuanian has fooled me before. That board it's painted on doesn't look 1890s to me, so Lithuanian writing is possible.

    Lithuanian is written in Latin script. This looks Cyrillic to me, and with that northern sky I would agree with Russian. Nice painting.
