Thank you for any help you can provide

The bottom thing looks like a lid with a place for a spoon handle.

They all look like the same cut. Are they refracting light if held in the sun? If so then lead crystal and European.
The color difference could be one was sitting in the sun more than the other. Could be the glass was made in different batches.

Possibly 1940s up through the 1980s or later.

I'm seeing potential for an inkstand. Does the piece that sticks out on the under plate part have a trough that could be a pen rest? Can we see a photo of the bottom of a bottle so we know the shape in cross section, please.

Nowhere to place a pen It is just a piece that kind of angles up out of the back

Didn't realize from original post that they were shakers & thought the handle was more parallel to the ground, not tilted that way, So does look like a handle - is it easy to pick up using it that way?

The shakers look designed to fit into a niche/caddy. Maybe they got orphaned & tray adopted them.

May be a marriage but I think they look great together. Tray certainly looks like crystal in pic.

No idea where I'm going with this but, would a wine bottle fit in that curve?

    Oh that's much better.

Try fitting these corners together. Straight edge to straight edge.
Let's see what space is left. Maybe a mustard is missing.

Not sure the handle makes it any easier but I have arthritis and my hands tend to be on the weaker side

Can you give more indication of size? I can't make the conversion from size of fingers to size of shaker to size of 'tray'. Is there any chance it was the lid to a relish pot, something that way? The idea of the top to something with a spoon/ladle in it is starting to have more appeal.

    The tray is approx 5"x6" shakers 2 1/4" x 2 1/2" tall

You've got them backwards unless they don't fit.
Put the one on the left where the one on the right is and vice versa.

I think they a set. The glass color difference is likely due to different batches.Quality control of all materials was/is quite difficult and thickness of the glass makes a difference. There is a Salt and Pepper group on Facebook that may be able to help.

    Agree.
Now that you have them in the right spot, you can see that there is a piece missing.
I imagine there was another container for maybe mustard or toothpicks.

This block cut isn't that unusual. You may be able to find a toothpick holder. Might not be the exact shape, but you could possibly find a pattern match.

Just don't go looking for one. I never find what I'm looking for. It's when I least expect it that that whatever turns up. Just be aware there is one out there waiting for you.
