Can we ID the maker or it won't matter any way.

Surely this can be re-purposed to use as a candle display :)

I'm not so sure this was really meant to be an ashtray and holder. Of course I don't have it in hand, but if it was one, wouldn't there be evidence in the tray part?

I've seen so many porcelain ashtrays that were never used as such.

I could see it for use, now, at a party with those Pirouette cookies in the tubes and other goodies in the tray. :)

I can find half a dozen or so, same shape and code number. But, they are all white glaze with floral decoration and gold embellishments.

Here is one on Etsy that has a gold stamped makers mark...

Here they are calling it a taper candle holder, though it's obviously for cigarettes.

You don't mention how big the cup thingies are but my first thought was cool lipstick holder. If you think it's for cigarettes I'm guessing they're too small for lipstick.

When I saw it, my first thought was something to hold flowers, basically a flower frog with base.

I wasn't sure if machine made cigs were available during the time frame this probably was produced, but when I googled it I found they were first made in the early 1880's, and since Victorians loved special purposes dishes to show off their expensive things, this would fit that bill
