Beautiful Child Antique Painting? or Print?

    This is one of a group of artwork I got at a local thrift store on their first day of reopening. I think it's beautiful but am wondering if there is a way to tell if this is a painting or a print without having to take a lot of nails out of the back?
    I would be happy thinking it's a old print except if you look at the lips it sure looks like that's red paint swiped on them?

    Heavy foxing sure hurts the value on this print.

    If it's a print that's fine - for $20 I think the frame is worth that much, no?
