I think it is signed in Cyrillic (russian alphabet) its beautiful and has to be from a great artist . Oil on board painting is about 8 1/2 inches by 11 inches.

Hello, the location is the City Veliky Novgorod in Russia inside Novgorodian Kremlin(fort). The subject: monument of 1000 years anniversary of Christening Russia, the background is the city's main cathedral called Sofiysky Sobor (saint Sofia) name on painting not clear (three first letters can be interpreted different ways:1)G,Tolitzev., or2)Biolitzev.3)B.Tolitzev. The artist was trying to incorporate his first and last name into his artists signature.

Could also possibly be from an average artist. In fact I'm leaning towards average.

The painting is of the Russian Orthodox church and the mellinium russian monument. It represents the change in religion.
