Black plastic and metal eye piece thing

I have been wondering what this is and if something is missing from it. has a few glass pieces inside look like prisms ? No names that I can see, anybody know what this is ?

Nothing happens when blow into slot. Came with this leather pouch

Yea outdoors but for what ? This is hurting by little brain thinking to much.

 

I don't think so but maybe, no batteries or anything, just mirrors
