    Not sure about anything on this item. Looks like maybe it hooks on a clothes rod. It's brass, spins. Thought maybe to hang jewelry on in wardrobe??? I really don't know

    Looks right but then, how does the other end work? Do the four points just hook under wires in the birdcage?

    Welcome! I am wondering if your gismo may be a clothes dryer. For nylons, and unmentionables, etc. There used to be wooden ones of rather similar construction.

    If the legs are a little bit springy, so they could be pressed slightly inward & would then bounce back, I'm for bird cage hanger.
