Featured Buddha, Both Hands Raised, on Enameled Pin: Symbolism?

I have no clue when or where this was acquired. It's ~1 3/4" wide by ~1 3/8" high; made from 2 pieces of embossed copper or brass sheetmetal. Weight is ~9 grams. The 4 red spots an' the 2 green apostrophes may be glass rather than enamel, as the green look to have been applied to pre-formed bezels...hard for me to tell.

What, if anything, is special about Buddha's pose showing both palms outward? Also, is there any significance to the color, shape an' placement around The Buddha of those applied bits, or the scalloped flourishes? Can a region/nation/era reasonably be ascribed to its origin?

It is a Czech orientalist brooch. Inspired by the Neiger brothers but probably not by them. The costume joolies will know.

The position of the hands is Bohemia's idea of a Hindu-Buddhist mudra.

Both of your links have the word Gablonz in their titles.
What does it mean, in context?

 

Gablonz is the old German/Austrian name of the glass and jewellery making town in Bohemia. Many people used to speak German in that part of Bohemia, especially Jewish people like the Neiger Brothers.
It is now called Jablonec.

 

Whit-Reminds me of a secret decoder badge from a 30's radio show-nice nostalgic piece of exotica.
