Can anybody make out (or recognize) this mark, please?

I think I need a new loupe because I cannot read this at all, despite its relatively generous size. I don't usually care much for souvenir items but this little plate is really quite lovely. Thank you in advance for any info!

 

Looking at the photos, it looks like it says..."semi porcelain"? What the heck is that?
