Cast Iron what is it?

Anyone every seen something like this. I'm thinking it is a Cast iron wall mount paper packing tape dispenser. It would take a 5" roll if that what is. 7 3/4" at widest tips x 5 1/2" off the wall x 3 1/2" high. The cutting edge on front swivels.

 

This is really just a guess but at 5" wide and probably from an age in which string was more common than packing tape, maybe toilet paper is more likely?

I had considered that but I would think that would have to be some rough TP to need a serrated cutting edge

Indeed. Standard in every school, hospital, public 'convenience' and at my gran's. For those unfamiliar with the product, the word "tissue" on the packaging was a blatant lie.

 

I remember that paper from holidays abroad.
