A Google Lens search revealed a slew of these, some identify it as an American Bisque piece. Some say from the 1940s, other say 1950s. It is glazed and apparently cold painted - that's why it flakes off easily. Says "PATENT PENDING" on the bottom. Would touching up the paint affect the value, if it has any?

The general rule is... If your objective is resale, don't touch it. Let the new buyer decide to restore or not.

I am not selling it, at least at this point.

It is cute and I am not sure if it is rare or not. But leave it be. That paint comes off easily over the years and especially if someone holds it during the summer heat.
I picked up a pair of shakers with fired on paint in the summer at a tag sale and the paint came off the item and on to my fingers. I had a lady buy a headvase from me and she told me she touches up her collection with nail polish.
