Character marks

I am trying to date this piece and determine if it is Chinese. Help is much appreciated.

    The mark reads Qianlong 大清乾隆 and is the four character version of Emperor Qianlongs mark from the 18th century. However the item is relatively modern and probably no earlier than the 1980's in date.
