    Whale bone? Maybe walrus tusk ivory? I have seen examples of work looking similar to yours made from both materials.

    Could be fossilized walrus tusk,hard to tell with just a photo.

    That stuff has cracks and black lines through it. This is some type of bone.

    Your piece is so much more intricate and expressive than I could have imagined from the earlier pics. I think its bone...and really nice.

    Possible materials for this type of carving would include (but would not be limited to) fossil mammoth ivory and fossilized bone of various types. The coloring reminds me of some of my fossilized mammoth ivory pieces.
