I am thinking maybe Republic period? Trying to find a similar decoration but no luck yet.

Cartoonish image on top and scissor-hands look pretty recent to me. Ill-fitting top, grinder marks on the brass, and other things keep it in the trinket/souvenir realm as opposed to an object of art.

Another thing I see on this one, on the reindeer anyway since there's a good image of it, is that the brass cells aren't flat on top and even with the height of the enamel fill, but "sloppy" and above the level of the enamel. This is a maker's quicky method here as opposed to basically all other cloisonné I've seen where the entire surface is polished perfectly flat.

Pill box/snuff box. Pretty modern piece.
