Chinese leather document box-need translation

    hello all
    Today i bought a Chinese leather document box, a first for me. Usefully, it came with its own information pamphlet, from someplace called The Flour Gallery, and they identify it as late 19th Century.

    Im mostly looking for a translation of the two stamps on the inside. Are they just the owners name?
    12.5” x 6.5” x 4”

    nice box.
    The certificate , reads like a form letter.....or just a guide to your type of box.
    The stamp marks may have more to do with it's manufacture...than any one owner.
