Chinese Mystery...

    Well, considering it says “Foreign” on the bottom it could be from the 1950s when imports from Germany, Japan, and I think in this case, China, were marked Foreign rather than the country of origin due to residual bad feelings from WW2.

    I'd go with a mid 20th century mass produced Japanese version of chinese famille noir porcelain, a bit sloppily done, and modeled after a hat stand, not sure if meant to be one.

    嘉山 = Jiashan former county 1932-1992 in northeast Anhui, now part of Chuzhou prefecture 滁州 (chú zhōu)2 provincial level scenic area in Hunan.
