Clear glass engraved etched candle holder

One more glass piece here. Pretty sure this is a candle holder but maybe a bud vase. It is about 3.5" tall. It is etched/engraved and monogrammed SH. There is what looks like a silver ring around the top, but it does not seem to have any kind of seam where it meets the glass. I can't tell if it is inside of the glass or even maybe lightly plated onto it. I am hoping someone can help with that and also give me some idea of the age based on the etching style. Thanks for any help or ideas.

 

If you can catch a finger nail in it, it's etched. It appears to be a proprietary etch, property of the customer. Not one that would have been advertised, therefore not in catalogs, therefore we probably can't help you.
