Cobalt Blue flowered (vase)?

    Hello, my mother had this in her stash and I was wondering if anyone can idetify it in several ways. It's in nice condition for it's age....

    What is it?

    Is it Nippon or GDA or another maker? It has no maker' mark that I can find. There is a blue dot on it.

    Anything else will help.
