Looks like a 1950s Arthur Murray "graduation" trophy to me.

Edited to add, possibly Dale Dance Studios...............I confuse them, but the guy does look like Murray

Very possibly a ballroom dancing contest award trophy, and perhaps even for 2nd place (since it's silver colored.)

The holes on the front of the base would indicate where the engraved plate (with the name of the contest, the winners' names, date, etc.) was attached.

These were made by many different "trophies" companies. I haven't found one exactly like yours (with the man's tails rather inexplicably flying.)

    Did Arthur Murray have hair?

Yes, Fred Astaire was my first thought also, didn't have a clue about the woman though, Joy.

I knew it wasn't Ginger, but I didn't know who else it might be.

I'd say it's clearly Fred & Ginger since we are all leaning in that direction. Even if it was a dance studio trophy, they'd probably use the all-time best dancers. And remember, whatever Fred did, Ginger did it backwards in heels. ;)
