Decanter, what would you say?

    This decanter caught my eye. The stopper fits perfectly so I think it’s the original. Probably glass. The details on the side are interesting. If you zoom in you can see it.
    Also has a number on the bottom.
    It says “ REG NO 757 718

    Does anyone know where this might come from? Or what the detail on the side is called. I see it often on older pieces.
