Decorative Pottery Plate

Any idea of the maker of this plate? Looks like a signature on the front but the back looks manufactured. Measures 14" across. It's heavy like stoneware might be. Many thanks for looking at this plate. I am wondering also about the scene, I'm thinking Spain?

 

Could be Spain. A fantasy skyline of Madrid de los Austrias. The Baroque tower may be meant to evoke the Basilica of San Miguel and those square pointed towers are typical of Hapsburg architecture.
