Described as English possibly Derby but the mark looks Meissen

13x7"... this is from a recent auction, its not mine. Is that a Meissen mark and what is all that caked on stuff on the bottom?

 

This one in the Met, part of a garniture, is by the Bow Porcelain Factory:

Not a Meissen mark, but if the Met says it's Bow, then it's Bow. Now the grungy paint on the base may have been (and I emphasize may) an attempt to cover up the spurious mark.
