    From what year it is and what it is used for.

    It is a late 19th C. purse.

    Coins. The material is probably cupro-nickel, some were made in silver.

    It is so small could it also be a chatelaine?
    Or at least also used as one?

    No, a chatelaine is essentially a belt hook with lots of subsidiary hooks for useful things.
