Featured Doll identification?

    Does anyone recognize this 6 1/2" tall doll? I found it today at a thrift shop. It appears to have some age, is made of a hard plastic of some kind, and its outfit - made of wool, as evidenced by a few small moth holes - has the feel of a 1930's or 1940's Royal Air Force airman's uniform. I can't find anything that might identify the maker, though, so I'm hoping somebody here might know!

    No real clue but what is that on his sleeve and is that writing on it?
    Look for info on the lower part of his neck.

    Thank you! I hadn't noticed the stripes on the white cuff before - they're very faded, and show up better in the photos than they do in the flesh. I think the thing on the sleeve is supposed to be a police "duty cuff" and that he's a London bobby who's lost his helmet:

    The clothing reminds me of the Erna Meyer Dolls (German).

    Being made of composition, your guess of 1930s-1940s seems spot on.
