Looks like the title is: The parade passes by?

I wouldn't think old old. The figures aren't hatted, which would put it post early 1960s and the female nickname "Jaci" is more likely to be modern. Anything on the back? Is it framed? Have you opened it up?

Agreed,”Jaci”’sounds like a shortened name. That pole looks ‘old school’ to me.. Plus the balloon and that little figure (little girl) throwing something (maybe a little boutique)reminds me of a traditional street parade. So newer ink art depicting a classic scene.

Ha ha. Yes yes. English not my first language. So I
basically said the girl threw a small building. That’s just great.. :)

No hats. In the U.S., even small town parade viewers would be wearing hats through the 1950s and even a tad later. Hard to distinguish gender of figures but I see nothing that could be a skirt longer than knee.

Unlikely to be an American if she's using 'The Queue' for a title. (That said, I don't know where the works are located.) Both works explore the same subject -- the human form in alignment. Have you opened up your work to see if any helpful information inside?

Kraft paper? That can easily be removed and then replaced by your local frame store. Will not hurt value in any way.

Back is off. Nothing inside other than a strange cut of the paper at the bottom of the picture.

What part of the world did you find these in? And where did they turn up? A thrift shop? The artist's use of a nickname and the small print run would make one suspect an art student's work.

Why don't you ask this woman. She studied art and is a professional journalist writing about the arts. If not hers, she may know whose (if Montana artist.)
