Early 20th century Portrait? American or Continental?

    Hi everyone.
    This looks to be an early 20th century portrait. I can't figure out if it's French or American. The little tabs on the stretcher bars make me think French or other European country, but it also looks like Philadelphia School. There are also influences of Cassat, a little bit. There is some writing on the stretcher bar but I can't make it out. Otherwise the piece isn't signed.
    What are your thoughts?

    That baby is HUGE in relationship to the chair.

    The baby's head and torso appears out of proportion to his legs and feet. But it's generally a cute picture.....that's a very strange looking chair.....
