Well, bright cutting like this was fashionable (I think) in the Regency period, so you can get a general dating from the style ...no help with marks though, sorry!

Your marks pics are a bit fuzzy, but the damaged spoon might also be Newcastle, see the 'IC' mark (possibly James Crawford) here: https://www.silvermakersmarks.co.uk/Makers/Newcastle.html#I This is the thread discussing that mark: https://www.925-1000.com/forum/viewtopic.php?t=54588

The 'I*N'/'N*I' mark is a puzzle, my first thought was perhaps Scottish Provincial, and though having just a single maker's mark alone is unusual, it's not unheard of - but it's not really an area of much knowledge or references for me. If it were a properly hallmarked British piece, the marks would have more likely have been top-marked as on the other two pieces, since the majority of, though certainly not all, bright-cut Old English spoons date later than 1781, when hallmarks started moving up from bottom-marking on the stem.

    Here's a plain Scottish Provincial spoon bottom-marked with a single maker's mark: https://www.yorkminsterantiques.com...ovincial-teaspoon-dundee-william-scott-c-1780

Not much help, but pretty much all I've got on these two...

The shovel has a tiny partial stamp on the edge. I will look around a bit, then give up.

    I will also try N*T.

Not much else can be learned from them, but I’m happy, I especially like the wee shovel.
