    I could be way off on this, Kards, but it looks like a student digital illustration project to me.

    Definitely done on a computer and could be printed via a thermal inkjet printer. Hard to tell from the photos. Is the ink raised?

    Could be an inkjet print. Looks like they tried to do a Roy Lichtenstein / Warhol Pop Art style. Guessing to be from the 1990s.

    Lichtenstein even has one piece with a rotated eye:
