French Porcelain Mark Help Please

    This is a cheap speculative eBay buy at just a few pounds but I think it’s French and mid 19th c . There is W mark of sorts. Anyone recognise it?
    It’s a tall piece at 37cm

    what is that blob in the middle? Was it drilled and then filled? Its very interesting.
