German Certificate Translation

    I hope I'm putting this in the right forum. Can anyone read German and tell me what this says. I think I translated the top word as gift? But I don't know if that's even right.     Reading the first couple of lines it says "Under the rule of Willy" which is obviously a joking reference to Willy Brandt that sets the tone for the rest of the document.
