Giant Antique(?) Cowboy Statue

One of the few things I'm looking up for my Mother-In-Law, since she's moving and getting rid of stuff, but I'm very puzzled with this one so far. Said she and my FIL bought it at an antique store, a couple hours away, maaaany years back for around $800. From what I've been able to tell there doesn't seem to be any other kind of mark, outside of the one in the pictures. It's an odd material as well, not sure what it is really, but it's not wood/stone/metal at all. My MIL said it's probably like a composite material or something.

Any info on this would be wonderful
Measurements should be like 26" W x 70" H

 

I've never seen anything like it but I am very doubtful this cowboy figure is antique. 1980s or so more likely.

Is it hollow or solid? Could be some sort of resin and fibreglass mix.

 

So it's almost 6 feet tall? Some kind of display or advertising piece, maybe?

It almost looks like something you’d see at a roadside “museum”, maybe where that have a few old railway cars, a blacksmith shop, saloon, etc. You walk by and can peer in the windows and let your kids run around before buying a soda and beef jerky at the general store, make a bathroom stop and get back on the road.
