On his shoulder you can see the British Commonwealth insignia consisting of a Mameluke sword and baton.

"General officer's sword and baton. Worn instead of seven stars. Represents the general officer rank class. On its own it represents the lowest possible general rank (Brigadier-General). The sword is a Mameluke sword, a weapon that signifies general ranks in Commonwealth countries."

courtesy of Mr. Google, who can probably tell you his name, too

I would say this is an early French senior police officer.
Wearing a Kepi, medal ribbons on the right and a whistle chain in his button hole.

I'm not 100% sure , but believe your slide may be the same pic of Buller, but reversed? Following is yours reversed and cropped closer to the size of the one on the web.

    --- Susan

Your pic reversed and cropped. Note that the long beard hairs seem to have the same curl on the ones sticking out on the left and of course the ear is the same.

Yes I agree it is reversed, no one would wear the medal ribbons on the right, I put my 2 cents worth in before I saw Springs link.
It is the same guy, same nose and same criminals earlobes :D

I probably just held it to the light backwards. :)
