These are the marks on a pair of 9 carat specs, the mark is around the curved inside of the bridge, so when I get one half in focus the other half is not, they are really tiny and I had to use a USB microscope.
Am I right in thinking this is the Chester mark, if so what is the date letter an "N" with curly ends or is it "W" ?

Yes for Chester, looks like N for 1913 to me

    Agree.

The cartouche looks more like on the 1738 N, but I'm sure the glasses are more contemporary with 1913. It wouldn't be the first time a cartouche shape was different from the one in the books. Maybe the punch was worn.;)
