    Can you tell me the he handpainted name? I’ve tried Rover, Roner, Rouer...is this the artist? City? Thanks for your knowledge!

    I think not Gouda, possibly Rouen pottery.

    Agree, Rouen, city in Normandy, France.
    Gouda is Art Nouveau-Art Deco. This is a pretty country style called Rouen ware.
