There are two different scripts, Hindi, as you thought, and Urdu, the main language of Pakistan. It may have been made before the partition of India and Pakistan in 1947.
It looks like a page from a book. The style is traditional.
An interesting detail is the gold peacock crown, that may be connected with with one of the old Maharaja states. The page could be from a book with information about the states of old India, a bit like old school tourist information: this is the typical elephant parade attire for the state of.....

I suspect the elephant was painted at a much later date, as it covers the writing. I have seen that many times. Old handwritten pages are embellished with a nice miniature painting which is then sold as antique ( and the page itself is antique indeed, but not the painting).

You're right, at first I thought the writing was coming through from the other side of the page. It is difficult to see with the reflections.
The elephant certainly looks new, the gilding/gold paint looks freshly done.
Do you have any idea of the stamps? From a collection or library?

I cannot read it, undfortunately, but it looks as if it is some kind of document or official letter? With the big "logo" of the issuing authority on one side and the seal and signature of some official on the reverse...

Had similar before. These are modern miniature painting's on old court documents with old fee stamps made for tourists. It should read somewhere how much Anna's the fee was, in many occasions its four Anna's. I assume you are from the UK?, because they are fairly common here.
