Handmade in England footed brass plant holder(?) bowl?

    I found this yesterday at a local thrift store. It is brass I'm pretty sure & has Handmade in England stamped at the bottom.
    It also has what looks like flaps all around the bottom that were welded or glued to the rest of the piece to form the bottom.
    What is this - a plant holder? A footed bowl?
    Is it old?

    1950s ish , sold for logs usually.
