    First this drum make a beautiful sound. It is about 13" tall

    Looks like a tabla, from India or somewhere near India; the tabla is used in a number of countries.
    Usually found in pairs, and the term tabla refers to the pair rather than each of the drums individually. This is the smaller of the two (also called daya or dahina, "right" because it is played with the musician's right hand).
    I'm not sure what type of skin is used, but the black spot is an important part, and you should not try to clean the head, because any damage to the black spot will also damage the sound.
