Hello! Trying to ID a little calibration tool, thank you!

    I picked this up at a yard sale and can't find out what it is. I assume for measuring the size of drill bits, but haven't located one like it to verify. No MFR name. The script writing reminds me of early 1900s. It is brass, about 1-1/4" diameter. Thanks for any thoughts about this little thing.
