    The painting has some age to it but the frame appears to be modern.

    Very Cool painting, a cut above the average I think

    Looks from a good artist

    Others will know more from clothing style of subjects origin

    Isn't she wonderful? Eastern European, of course. Agree re frame. Does it look to you like "München" after the artist's name?

    Franz very likely. And surname looks something like... Franfl. Is that even a German surname? Let me go look. No, but Frankl is. Munich artist. Mostly landscapes. 1881-1940.

    He seems to have dated his work under München. No reason not to take it out of frame.

    I can only find portraits. But given his hand appears to be uncertain and shaky on yours, perhaps a late work when he was no longer able to paint en plein air.
