The mark is on the top. The bottom has unsealed vent hole. Any clue of the maker?
    Thanks

Hi Kard - If the mark is on the top it might be a corporate insignia rather than a maker's mark. For advertising giveaways or corporate gifts and such. That being said I don't recognize which company it might be.

If you flip this upside-down could it function at a vase?

No, the hole is maybe less than 1/4". So I guess it is just for decoration/paperweight.
