German , I'd venture.......or Austrian...

 

I read the signature as F. Reimann 19??. It could be Friedrich Reimann (1896-1991). On the back there is written in German "Griechischer Gemüsehändler aus der Großmarkthalle um 1900 Nachlass", I think. That would mean "
Greek greengrocer from the wholesale market hall around 1900's estate"

 

I read F. Reinman or F. Reimann.
And what Mat said scribbled on the back. I don't know if it says Groß though. Maybe the name of a town? The handwriting is worse than mine.
The 'Nachlass' is estate as in inheritance.

Of course I first thought he had a folded fan in his right hand.
