Help identify artist name

Hi All
Please help identify the name of the painter in this old print. There is a name "PERCELLIS" on top but I could not find an artist by that name and only get 'Porcellis" on the net..
There is also another name underneath that look like "sallieth sc." ??? which one is the painter's name?(or printer's name as well). I have taken shaky photos but you can read the names..

I think Percellis might be the title of the piece.

There was an artist from the Netherlands who painted this type of subject. The name he is now most known as is Jan Porcellis. However this page lists many variants, including the one on your print.

ON this page, third image on the top row looks like a variant of your print. The auction company said Percellis was the name of one of the boats in the image, but I am not sure where they got that information:

Figtree it certainly is the variant of the print I posed except in the one from the auction house the name of the engraver (different one) is on the right side.but thanks for the various Info's you provided!
