    Copied from the Wikipedia links:

    https://en.wikipedia.org/wiki/Honi_soit_qui_mal_y_pense

...Honi soit qui mal y pense is an Anglo-Normanmaxim used as the motto of the British chivalricOrder of the Garter. It is translated as "May he be shamed who thinks badly of it"[1] or "Shame be to him who thinks evil of it"[2]

    https://en.wikipedia.org/wiki/Order_of_the_Garter

The Order of the Garter(formally the Most Noble Order of the Garter) is an order of chivalryfounded by Edward III in 1348 and regarded as the most prestigious British order of chivalry (though in precedence inferior to the military Victoria Cross and George Cross) in England and the United Kingdom.

As to what exactly it's function is...I'm not sure. How big is it?

It surely looks like it was mounted on something....that was not clothing.....but yes....the size would make for better identification !!

Additional info - the motto of the Order of the Garter is included on the British Royal Coat of Arms - which this item resembles more than the actual emblem of the Order of the Garter. Maybe some kind of buckle for a belt or sash or harness even... I'm sure someone that knows better will chime in.

It looks like a Royal Engineers or WWI Army Service Corps badge to me.
